KABUL, March 18 (Xinhua) -- Victims of an attack on a drug rehabilitation center in Afghanistan's capital Kabul, as well as their families, are entitled to reparations, the UN High Commissioner for Human Rights said in a statement on Tuesday.

The attack on the center must be investigated promptly, independently and transparently, and those responsible held to account in line with international standards. Victims and victims' families are entitled to reparations, the statement said.

UN High Commissioner for Human Rights Volker Turk reiterated his call on all parties to take effective measures to protect civilians in line with their obligations under international human rights law and international humanitarian law, urging an immediate end to hostilities and demanding that humanitarian aid reach those in desperate need.

Afghan officials said that at least 400 people were killed and around 250 others injured after Pakistan's air force carried out an airstrike late Monday night. Pakistan refuted the claim, stating that its strikes had targeted only military installations and terrorist support infrastructure in Afghanistan.
